The Voxpi2 project (former PITCAT) develops a voice over IP (VoIP) inter exchange point, where different VoIP providers can exchange their VoIP traffic at competitive rates (avoiding to route the calls through traditional PSTN operators). To achieve this, different existing open source software (OSS) solutions are integrated, new components for the integration and monitorization are developed, and the architecture to offer the neutral inter exchange point is designed.
Elements of innovation and research more relevant
The goal of the project is to evaluate the different open source software components to be used, the development of the required software to integrate, monitor and operate the system, as well as the design of the architecture for the system.
Current issue
The classic telephony world has been dominated by big telecommunications operators. With the irruption of internet telephony, a big share of telematic services providers have started to offer these VoIP services as well (given that these do not require as much infrastructure as traditional telephony systems). Because of the lack of a universally spread standard for VoIP call exchange (given the lack of spread of ENUM) these providers are forced to use traditional telecom operators for the delivery of external calls, and thus can not enjoy the reduced rates of Internet data transmission for the delivery of external calls.
Industrial and/or social benefits resulting from the project
When this project starts operation, it has to enable the different VoIP providers to register their telephone number ranges (E.164) so that when calls originating and terminating among them are placed, they’ll be served exclusively by means of the VoIP protocol and thus only using Internet. This will let VoIP providers avoid the high rates imposed by incumbent telecom operators for the delivery of calls through the traditional telephony system. Furthermore, the providers will only need to establish an agreement with the Neutral Point, and avoid a bilateral agreement with each of the other providers.

Other aspects to be highlighted
The solution comprises 4 servers (Asterisk, named, gnugk and SER), a monitoring and control platform (VOXMA) and a Web interface for the management of the different providers, systems and databases.
